I am testing the Gemini API using Python and the official google-genai SDK.
Every generate_content request fails with:
403 PERMISSION_DENIED: Your project has been denied access. Please contact support.
My project is named Outlook and its project ID is outlook-512101.
I have checked Google AI Studio and Google Cloud Console, but I cannot find any warning or appeal option. My API key is listed in AI Studio, but the billing tier is shown as “Unavailable.”
I have also enabled two-step verification, but the error persists.
I would like to use the free tier for personal testing. Could you please review the project and explain what is preventing API access and how I can resolve it without enabling paid billing?
