Cannot reopen closed Billing Account to start Free Trial - "Not in good standing" error (India)

I am facing a backend account loop that is preventing me from onboarding onto Google Cloud and using Vertex AI / Gemini API models. I need assistance clearing a flag on my billing profile.

The Context:
About 5–6 months ago, I initiated the Google Cloud Free Trial signup using my Credit Card in India. The initial transaction steps completed, but the system then requested an unexpected ₹1,000 baseline prepayment/deposit to activate the account. Because I did not want to pay the ₹1,000 deposit at that time, I manually went into the console and deleted/closed the billing account to cancel the setup.

The Current Problem & Attempts to Fix:
Today, I tried two different ways to fix this, but both failed:

  1. Attempted to Reopen the Old Account: When I navigate to the billing management console and attempt to click “Reopen Billing Account,” the console blocks me completely with this error message: “You can’t reopen this billing account because this account is not in good standing.”

  2. Attempted to Create a New Billing Account: I tried starting fresh by creating a completely new billing account using a valid Visa Debit Card (Kotak 811). The transaction page went through, but at the final confirmation step, the console crashed with a popup stating: “Something went wrong. There was a problem completing your transaction using VISA •••• 9223. Please try again.” (Money was still deducted/held by my bank for verification).

Because my profile is flagged from the incomplete signup months ago, the system seems to be auto-blocking any new billing accounts I try to link to my identity.

Could a Google Team member or Community Manager please look into this backend flag? I just want to reset my billing state or get this account cleared so I can properly add a valid payment method and start testing the Gemini APIs.
