I’m trying to set up a new billing account on Google Cloud so I can use the Gemini API, but I keep getting the message “Billing setup can’t be completed” with error code OR_BACR2_31.
I’ve tried this two different ways: once through Google AI Studio’s billing setup, and once directly through Google Cloud Console (console.cloud.google.com/freetrial) — both gave the exact same error.
This is not a card or bank issue — I regularly use this same Mastercard for other online payments, and I’ve previously paid Google Cloud Console fees successfully with this same card.

We cannot help with Google Cloud Billing account setup or Google Payments profile issues on this forum. Please try the below steps:
- If your previous Google Cloud Billing account is still active (with any overdue balances paid), link that existing billing account directly to project
snapsolve-ai-... in Google Cloud Billing instead of creating a new billing account through the Free Trial signup flow.
- Try a different payment method (such as a standard credit or debit card from another issuer that supports international and automatic recurring payments), verify your name and billing address match your bank’s records, and retry in an Incognito window with any VPN or proxy turned off, as described in A billing change wasn’t allowed and Troubleshoot Google Cloud signup issues.
- If billing setup still fails, please reach out through Get Cloud Billing Support (or the Support Contact Troubleshooter if the Billing Assistant is unavailable), or the Google Cloud Forum.
