Appeal: 403 Error on Gemini API & CLI - Access Blocked (ListModels)

Hi Google Developer Team,

I am writing to appeal a recent access block on my account. When I use the Gemini CLI, I am consistently getting the following error message across both my Google AI Studio and Google Cloud Console API keys:

“403 Requests to this API generativelanguage.googleapis.com method google.ai.generativelanguage.v1beta.ModelService.ListModels are blocked.”

Additionally, the Billing Tier for my API key is currently showing as “Unavailable”.

I suspect this might have been triggered by a third-party AI integration tool or an agentic coding environment I was using, which may have unintentionally caused a Terms of Service flag.

To resolve this, I have completely cleaned up my environment:

  1. I have stopped using all third-party agents and unofficial wrappers.
  2. I have revoked OAuth permissions for any unrecognized or third-party tools in my Google Account security settings.
  3. I plan to strictly use the official Gemini CLI and direct API calls moving forward.
