I’m requesting a review of a 403 suspension on my account.

Error: “This service has been disabled in this account for violation of Terms of Service”
Date: 2026-03-11 (Asia/Shanghai)
Services affected: Gemini API / Google AI Studio
Context:
- I am a software developer and use Gemini API for legitimate development/testing.
- I do not intentionally violate ToS.
- In Google Cloud Console, Generative Language API is enabled.
- For model gemini-3-pro-image, free-tier request/input-token limits show 0.
- API calls return 429 RESOURCE_EXHAUSTED (free-tier quota exceeded), and previously 403 ToS disabled.
I respectfully request:

Clarify whether this is account-level or project-level enforcement.

Provide concrete remediation steps and which policy category was triggered.
I’m willing to comply with all policy requirements and provide any logs/screenshots needed.
