429 RESOURCE_EXHAUSTED “monthly spending cap exceeded” despite cap set to ¥20,000 and usage at ¥9,089 (well within limit)

I’m on Tier 1 and continuously receiving 429 RESOURCE_EXHAUSTED errors stating “Your project has exceeded its monthly spending cap,” even though:
- My project’s Monthly spend cap is explicitly set to ¥20,000 (via the AI Studio Spend page)
- My current usage shown on that same page is only ¥9,089 (well under the cap)
- I’ve waited well over an hour since setting the cap, and the error persists continuously
- This has been happening continuously since approximately 2026-08-31 20:53 UTC through now, 2026-09-01 12:02 UTC (restarting my machine had no effect)
