Our Gemini API project is paused even though AI Studio shows Paid 2 / Tier 2.

What AI Studio shows:
- Billing page: Paid 2 · $2,000 Billing Account Tier Cap
- Rate Limit page: Tier 2. Gemini 3.8 Flash is at 32 / 2K RPM, 412K / 3M TPM, 4.1K / 100K RPD. Nowhere near those limits.
- Spend page: no project monthly spend cap is set (shows “$250.08 / -”)
- September 1–21 Gemini spend: $250.08
- Prepay credit balance: $299.92. Auto-reload is on. $500 was added Sep 12.
What the API returns on every generateContent call, including a brand-new API key on the same billing account:
429 RESOURCE_EXHAUSTED
“Your billing account has exceeded its monthly spending cap. Please go to AI Studio at https//ai.studio/billing to manage your billing.”
This started around 2026-09-20 17:05 UTC and is still failing. Last successful call was 2026-09-20 18:00 UTC. Since then every request has failed. $250 is the Tier 1 cap. The UI says Tier 2 ($2,000), but the backend is still enforcing $250.
Buying more credits and creating a new key did not help. There is no project spend cap to raise.
Could someone resync this billing account off the $250 cap? Happy to DM the full project number.
