I am requesting a review of an unexpected project-level access restriction.
Project name: My Project 1
Project ID: my-project-1-5023..
Account type: Personal Google account
Billing: Free tier, no Cloud Billing account attached
Exact error:
403 PERMISSION_DENIED
Your project has been denied access. Please contact support.
Observed behavior:
- Google AI Studio Playground works normally.
- Gemini API requests fail in both Cline and OpenCode.
- AI Studio shows the project’s billing tier as “Unavailable”.
- No warning or appeal banner appears in Google Cloud Console.
- Cloud Billing Support is unavailable because I do not have a billing account.
The API key has not been shared publicly and is used only for personal development testing.
Could a Google team member please review whether this project or account was incorrectly flagged?
