Please help review Gemini API access for my project.

Billing tier: Free tier
My application’s generateContent requests return:
HTTP 403 / PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
I have confirmed that:

My Google Account age is verified.

My phone number ownership is verified.

2-Step Verification is enabled, and a subsequent request still returned the same error.

AI Studio displays Free tier, with no visible restriction notice.

The Google Cloud dashboard shows no visible suspension banner.
The application uses server-side requests from Cloudflare Pages Functions to validate Arabic training-program titles and generate training outlines.
I would like to remain on the Free tier. Could you identify the reason for the access restriction and advise how to request a manual review or restore access if eligible?
