[Urgent] Unexplained Global Quota Cap (60%) on Gemini 3 Pro & High-Tier Models despite "Ready" Status

I am writing to report a critical issue regarding the quota availability for high-tier models, specifically Gemini 3 Pro (High/Low). Despite having a valid subscription and no active penalty or cooldown periods, I am observing a hard cap on my usage quota that is locked strictly at 60.0%.

Observed Behavior:

  1. Uniform Capping: It is highly irregular that multiple high-compute models (Gemini 3 Pro, and even cross-referenced external models like GPT-OSS and Claude Sonnet via my interface) are all simultaneously throttled to exactly 60.0%.

  2. Status Contradiction: The dashboard explicitly states the status as “Resets in: Ready”, implying that the full quota should be available. However, the capacity does not restore to 100%.

  3. Discrepancy with Smaller Models: While the Pro models are capped at 60%, lighter models like Gemini 3 Flash are sitting at 80.0%, indicating a selective throttling mechanism targeting high-compute tiers.

Impact: This unexpected throttling is severely impacting my production testing workflow. I am unable to utilize the full capacity of the plan I am subscribed to, causing delays in deployment.
