Currently, I have two accounts, one in paid tier, one in free tier, the free tier is for testing purpose before pushing to the paid tier for use. And after several months, the free tier is being marked as unavailable, so I can not use it anymore, what’s the problem with it?

Your free-tier Gemini account may be unavailable because you’ve hit usage limits, the project became inactive.
Check Google Cloud Console → IAM & Admin → Quotas to see if the model quota has been exhausted.
