Unable to generate API Key in Google AI Studio

Failed to generate API key: permission denied. Please try again.
User: amith ravuru “Modified by moderator”

I am able to see all my GCP Projects when I login to GCP console.
But I see none of them when I login to aistudio.google.com. I also get error while generating API. One of the reason may be it does not know which account it has to bill to.

I faced this issue before the outage. I am still facing the same issue.
ListProjects API returns empty.
Create API Key returns 403.
