Hello Google AI Studio Support Team,
I am unable to republish my existing CATIA Repasse application through Google AI Studio.
The publishing interface displays:
“Failed to create Cloud Run service: user has exceeded quota.”
However, Google Cloud audit logs show a different underlying error:

The project is listed under “No organization”, and its Owner role is assigned to a Google-managed service account (gcp-sa-managedprojects).
My Google account cannot view or modify the organization policies or project IAM permissions.
I have already tried different API keys and new Gemini API projects, without resolving the publishing issue.
Another application, CATIA Box, was published successfully using the same Google account.
Please investigate the managed project’s Cloud Build restriction and advise how to restore deployment of my existing application without losing its source code or Firestore data.
