Google AI Studio Publish Blocked for 3+ Days — “User Has Exceeded Quota”

Hello Google AI Studio Team,

I have been unable to publish updates to my existing EcommercePilot app for three days.

APP ID: 67bd06af-325e-414a-9b5c-9ea180f86c..

Error:
“Failed to update Cloud Run service: user has exceeded quota. Please try again later.”

I use Google AI Studio’s managed publishing service. I cannot access the linked Cloud Run service or identify the underlying project in Google Cloud Console.

My default Gemini project is visible, but it contains only an unrelated Cloud Run service. I do not want to create a new service or migrate my existing app without understanding the issue.

Please investigate:

  1. Which managed Google Cloud project and Cloud Run service are associated with my AI Studio app?

  2. Which quota or deployment operation is failing?

  3. How can publishing be restored without affecting my existing live app or URL?

The app builds successfully, but publishing changes is blocked.

Please advise on the next steps.

Update: Cloud Run quotas checked — AI Studio publishing still blocked

My EcommercePilot app (67bd06af-325e-414a-9b5c-9ea180f86c1d) still fails to publish with:

“Failed to update Cloud Run service: user has exceeded quota.”

I verified the linked Cloud Run service in project endless-aurora-v98sv, region asia-southeast1.

Findings:

  • The live service is healthy, and its latest revision receives 100% of traffic.

  • Active Revisions per region: 2 of 4 used.

  • Services per region: 2 of 2 used.

  • AI Studio Custom URLs: 2 of 5 used.

  • No relevant application errors are visible in the request logs.

Please identify the exact quota or deployment operation causing this error. In particular, please confirm whether the full Services per region quota affects updates to an existing service, or whether the failure originates in AI Studio’s managed publishing pipeline.

I have not deleted revisions or modified the live service because I want to avoid disrupting the existing app.

Update: EcommercePilot Publishing Blocked — Cloud Build Org Policy Error

Hello Google AI Studio Team,

I’m following up on my existing issue. I still cannot publish updates to my EcommercePilot app and receive:

“Failed to update Cloud Run service: user has exceeded quota.”

After investigating Google Cloud logs, I found the following audit error during deployment attempts:

  • Project: endless-aurora-v98sv

  • Region: asia-southeast1

  • Blocked service: cloudbuild.googleapis.com

  • Operation: google.devtools.cloudbuild.v1.CloudBuild.GetDefaultServiceAccount

  • Violation: SERVICE_USAGE_RESTRICTION_VIOLATED

  • Organization Policy: constraints/gcp.restrictServiceUsage

  • Error: “Request is disallowed by organization’s Org Policy.”

The log references the resource projects/185020841831 and identifies the restriction against using Cloud Build in endless-aurora-v98sv.

Additional findings:

  1. The existing EcommercePilot Cloud Run service is healthy and receives 100% of traffic.

  2. Failed publish attempts do not create a new Cloud Run revision.

  3. The active revision quota is 2 of 4.

  4. Another Google AI Studio app successfully published a new revision in the same Google Cloud project.

  5. My account cannot inspect or modify the Organization Policy/IAM configuration because it lacks the required permissions.

EcommercePilot AI Studio App ID: 67bd06af-325e-414a-9b5c-9ea180f86c..

Could you please investigate the managed publishing workflow for this specific app and clarify:

  1. Is the Cloud Build Organization Policy violation causing the publishing failure?

  2. Why is the publishing workflow attempting to call Cloud Build’s GetDefaultServiceAccount operation?

  3. Is this restriction managed by Google AI Studio, or does it require an action from me?

  4. What is the supported fix to restore publishing without affecting my existing live app, URL, or data?

I have not deleted revisions, created another service, or changed policy settings because I want to avoid disrupting the production application.

I would appreciate a specific diagnosis and resolution steps rather than general quota troubleshooting.

Thank you.
