Stuck in Tier 1: 429 Billing Cap Reached, but Promo Credits prevent spending out-of-pocket for Tier 2

Hi team, my gross usage hit the Tier 1 cap (€216.79), so my API is blocked with a 429 RESOURCE_EXHAUSTED error. However, because of promotional credits, my actual out-of-pocket spend is only €74.60. I already deposited a €30 prepayment to meet the $100 requirement for Tier 2, but since I am blocked by the Tier 1 gross limit, I cannot use the API to spend those remaining funds. I am in a deadlock. Cloud Billing Support told me this is out of their scope and escalated it, but I need to continue my project. Can someone manually unblock my project or adjust the tier?
