Still limited to Free Tier quota (200 RPD) on Gemini gemini-2.0-flash-001 despite Blaze plan and billing

Hi all,

I’m using the gemini-2.0-flash-001 model through Firebase AI Logic in my Flutter app. This automatically enabled the Generative Language API in my associated Google Cloud project.

I’ve since upgraded to the Blaze plan in Firebase and enabled billing on the project. Based on the documentation and quota pages, I expected to get access to the Tier 1 quota limits (e.g. 1000 RPD), but my project is still stuck at the 200 RPD Free Tier limit.

In the Google Cloud Console under Quotas, I see the quota labeled:

Request limit per model per day for a project in the free tier (gemini-2.0-flash-001): 200

This quota is still actively enforced — once I hit 200 requests, the API returns 429 errors. No Tier 1 quota is being used.

Additionally, I can’t access this Firebase-linked project in Google AI Studio, since it wasn’t set up with a manually created API key — so I’m unable to view or manage Gemini API usage there.
