Gemini API Quota Stuck on Free Tier Despite Blaze Plan and Billing

My Firebase project is using gemini-2.0-flash-001 via Firebase AI Logic. I’ve upgraded to the Blaze plan, and billing is fully active.

However, usage is still restricted to the 200 RPD Free Tier limit, and the quota in GCP Console shows the free-tier limit as active.

I’m not using API keys directly—Firebase AI Logic manages the Gemini integration internally.

Please assist in activating the Tier 1 quota correctly for this project/model combination, as this seems to be a known issue in several other cases.
