My personal Google account has encountered a 403 PERMISSION_DENIED error with the message: “Your project has been denied access. Please contact support.”

I have verified the following details:
- There are no policy violation warnings or suspension banners in my Google Cloud Console.
- I have not received any email notifications regarding account restriction or terms of service violations.
- Creating a brand new project within AI Studio results in the exact same 403 error instantly.
This is a personal development account used from Taiwan (a supported region) for testing purposes, and I have not bypassed any usage limits or safety policies.
