Hello Google AI Studio / Gemini API team,

I am learning Agentic AI using Java, Spring Boot, and the Gemini API. My project is intended for personal learning and development.

My Google AI Studio project shows:

  • Project status: Restricted

  • Billing tier: Unavailable

  • Warning: “This Project’s API access is restricted. Please set up billing to continue.”

  • API error: 403 — Your project has been denied access. Please contact support.

I have already completed the following steps:

  • My Google account age is 49 years.

  • My phone number is verified.

  • 2-Step Verification is enabled.

  • I created a new Gemini API key, but the project still shows Restricted and Unavailable.

  • My Spring Boot application receives the same 403 error when calling the Gemini API.

I would like to use an eligible Gemini API model within the standard Free Tier for learning purposes. I do not want to enable paid billing or purchase prepaid credits unless this is genuinely required.

Could the Gemini API team please:

  1. Review why my project is marked Restricted.

  2. Explain why the billing tier is Unavailable.

  3. Confirm whether my account and project are eligible for Free Tier access.

  4. Advise whether access can be restored without enabling paid billing, or specify any additional verification required.

I can provide my project ID privately to an authorized support representative if needed.
