Hello Google AI / Gemini API Team,
I am a college student building a project called Multi-Agent-AI-Research-Assistant for educational purposes. I want to use the Gemini API for development and testing under the Free Tier.
My Google AI Studio project shows:

Status: Restricted

Billing tier: Unavailable
When I call the Gemini API from Python using the official Google GenAI SDK, I receive:
403 PERMISSION_DENIED: Your project has been denied access. Please contact support.
I have already checked the following:

My API key belongs to the correct Google Cloud project.

My Google Cloud project was created successfully and imported into AI Studio.

Age and phone verification are complete, and Two-Step Verification is enabled.

Google Cloud Console does not show a warning or suspension message.

AI Studio shows the project as Restricted and the billing tier as Unavailable.
I would like to use the standard Gemini API Free Tier for my college project. I do not want to enable paid billing or purchase prepaid credits.
Could you please review my project’s API access and explain whether the restriction can be removed or what additional steps are required to restore eligible Free-Tier access?
I have not included any API keys or passwords.
