I am requesting a review of my Gemini API project, which has been restricted since September 2026.

Google AI Studio shows:

Billing Tier: Unavailable
The API returns the following error:
HTTP 403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
I have already completed the following:

Age verification

Phone number verification
-
Enabled 2-Step Verification on September 26, 2026

Waited more than two weeks and tested the API again
However, the restriction remains as of October 12, 2026.
I use this API for a personal educational project that automatically summarizes, categorizes, and indexes PDF teaching materials using Google Apps Script and Google Drive.
My usage is low-volume and non-commercial. I would like to continue using the Gemini API Free Tier if possible.
Could you please review my project and advise whether its API access can be restored without enabling paid billing?
