I’m requesting a manual review of my Gemini API access, which is returning a 403 PERMISSION_DENIED error on all requests.

What I’ve verified:
- This is a freshly created project with no prior usage history and no known policy violations.
- Generative Language API is enabled on the project.
- The error occurs on all requests, regardless of model (tested with gemini-2.5-flash).
- No billing account is attached, so I’m unable to use Cloud Billing Support — I’m not listed as an administrator on any billing account, which appears to be expected for a free-tier project with no billing set up.
- I have no visible banner or warning on the AI Studio Projects or Billing pages beyond the “Unavailable” Billing Tier label shown above.
