403 PERMISSION_DENIED "Your project has been denied access" on brand-new project — requesting review

Hi Google team,

My newly created project is receiving 403 PERMISSION_DENIED on every Gemini API call:

error: { code: 403, message: ‘Your project has been denied access. Please contact support.’, status: ‘PERMISSION_DENIED’ }

  • Project ID: takuma-bot-free
  • Project number: 3375150500..
  • Created: July 14, 2026, from Taiwan
  • Model called: gemini-2.5-flash
  • API key: newly generated in Google AI Studio
  • Billing: not linked (AI Studio Billing page shows “No billing account”; API Keys page shows Billing Tier “Unavailable” with no warning or actionable message — screenshots attached)

The project is brand new with no prior usage and no policy violations. The use case is a personal Japanese-language practice chatbot on LINE, low volume (a few dozen requests per day).

This appears to match the widely reported issue affecting newly created projects since early July. Could you please review and restore access, or advise what steps I should take?

Thank you.

Hello @Anting ,
Getting a 403 API error response and / or seeing “Unavailable” next to your project in AI audio indicates a flag has been placed on your account. To proceed:

  1. Check for banners / error callouts in the AI Studio Projects page & the Billing page.

  2. If the issue isn’t clear from the above, contact Cloud Billing Support.

Thanks for the reply. I had already checked both the AI Studio Projects page and the Billing page before posting — there are no banners or error callouts on either (screenshots are attached in my original post). I will contact Cloud Billing Support as suggested. If there is any way to escalate this thread for review, I would appreciate it.
