I’m setting up the Gemini API for development and testing for the HeliCentre chatbot.

AI Studio shows Status: Restricted and Billing Tier: Free tier unavailable. I have completed age verification, accepted the Gemini API terms, and enabled 2-Step Verification, but the project status has not changed.
I do not want to enable billing or prepay. Could you please clarify why this project is restricted, including whether account or region eligibility is involved, and whether it can be reviewed for free-tier access? If there are further steps that do not require billing, please advise.
No API key is included. Thank you.
