Orphaned Cloud Run instance on project plenary-expanse-v8gvj cannot be deleted (Missing serviceusage.services.disable)

Hello,

I am experiencing a persistent quota drain due to an orphaned Cloud Run instance left behind by a deleted Google AI Studio application.

Project ID: plenary-expanse-v8gvj

The Problem:

  1. I previously reached the maximum limit of published apps in AI Studio and deleted the application.

  2. The background cloud resources (specifically Cloud Run Admin API) are still active and consuming my quota.

  3. I attempted to manually disable the Cloud Run API and delete the project, but my account is completely locked out by IAM permissions.

  4. The console returns the following error when attempting to disable the services: Required permissions: serviceusage.services.disable.

I cannot stop this resource drain myself. Could a Google backend engineer please manually terminate or force-delete the project plenary-expanse-v8gvj?
