Manual review request: 403 PERMISSION_DENIED blocks Puck TTS on paid project

Hello Gemini API team,

I am requesting a manual review of Gemini API access for my paid project:

  • Project ID: amiable-dreamer-508622-..
  • Billing: Tier 1 Prepaid, active, with a positive prepaid balance
  • Region: Spain (supported region)
  • Product: Google AI Studio / Gemini API speech generation
  • Voice: Puck
  • Model tested: Gemini 3.1 Flash TTS

Every speech generation attempt returns:

403 PERMISSION_DENIED: “Your project has been denied access. Please contact support.”

Checks already completed:

  • The project is visible in Google AI Studio.
  • Billing is active and funded.
  • The Gemini API is enabled.
  • The API key was created for this project and restricted to the Gemini API.
  • Usage and quotas are not exhausted; the request fails immediately with 403.
  • The Google account age has been verified.
  • The same error occurs directly in Google AI Studio from the account’s own browser, so this is not caused by an external server or third-party application.
  • A previous Google Cloud support request was closed because it was outside that team’s scope.

The project is used to generate a consistent Spanish voice for original cooking videos for the YouTube channel “La Lengua Divina”. The content and character are original, and we intend to use the API in accordance with Google’s terms.

Could a member of the Gemini API access team please review the account/project flag and restore access, or explain the exact action required to remove the restriction? I can provide additional billing or project details privately if needed.

Thank you.

Hello @lalenguadivina ,

Getting a 403 API error response and / or seeing “Unavailable” next to your project in AI audio indicates a flag has been placed on your account. To proceed:

If you are on a paid tier:

  1. Check for banners / error callouts in the AI Studio Projects page & the Billing page. Mostly these flags cause visible banners or other errors on these pages with concrete next steps / appeal links. You can also check the email address associated with your project for information on next steps.

  2. If your GCP project/ billing account is suspended, you must submit an appeal directly through the Google Cloud Console following the Project Suspension Guidelines (Help Center)
