Request for manual review – 403 PERMISSION_DENIED and multiple projects showing Restricted status

Hello,

I am experiencing an access restriction with the Gemini API and would like to request a manual review of my project and account.

I recently created a new Google Cloud project and successfully imported it into Google AI Studio. I was also able to create a new Gemini API key successfully.

However, when I try to use the Gemini API, the request fails with the following error:

`403 PERMISSION_DENIED`

`Your project has been denied access. Please contact support.`

I am specifically trying to use:

`gemini-3.1-flash-tts-preview`

The current situation is:

* Google Cloud project creation: Successful

* Importing the project into Google AI Studio: Successful

* API key creation: Successful

* AI Studio project status: Restricted

* Gemini API request: Failed

* Error: 403 PERMISSION_DENIED

* Region: South Korea

AI Studio also displays the following message for the project:

“API access for this project is restricted. Set up billing to continue.”

I also have several other Google AI Studio projects under the same Google account, and they are also showing the same “Restricted” status.

Therefore, I would like to know whether this restriction is specific to the project I am currently testing, or whether there is a broader restriction affecting my Google account.

I have already tried creating a new Google Cloud project and importing it into Google AI Studio, but the newly created project also shows the Restricted status and the same 403 access-denied error occurs.

Could you please check my project and account and let me know:

1. Why Gemini API access has been denied.

2. Whether this is related to billing, a project-level restriction, an account-level restriction, or a Trust & Safety/security review.

3. Whether the restriction can be reviewed or removed.

4. What steps I need to take to restore Gemini API access.

I am using Gemini TTS for a personal content creation application and would like to use the API in accordance with Google’s policies and terms.

Getting a 403 API error response and / or seeing “Unavailable” next to your project in AI audio indicates a flag has been placed on your account. To proceed:

  • If you’re on the free tier with no billing attached, you should consider setting up billing. In most cases this is enough to clear any flag on your account. Please note this will mean you lose your free tier quota. You should also see a banner in AI studio prompting you to set up billing.
