'm getting a persistent 403 PERMISSION_DENIED error when calling Vertex AI / Gemini from my app:

Project number: 3467107534.. (project ID: petroapp-a68..)

Billing account is active and in good standing. I already tried the billing account re-link workaround (switching to a different billing account and back), and the error persists.

Could someone from the team please manually review and clear the Lightning dunning restriction for this project? This is blocking a production feature for my customers.
