I am requesting a manual billing/tier synchronization review.

Current Cloud Billing state:
• Cloud Console shows the billing account as a Paid account
• Prepay is enabled
• Prepay balance is ₹500
• No outstanding balance
• The project is linked to this billing account
Current AI Studio state:
• Project shows “Free tier · Prepay”
• AI Studio Billing shows:
“The billing account type is inactive or unsupported.”
Gemini API behavior:
The Gemini API returns HTTP 429:
“Rate limit exceeded for model gemini-3.1-flash-image
(limit: 0 input tokens per minute on Free Tier).”
AI Studio image generation also returns:
“Failed to generate content: permission denied.”
“This model requires a paid API key to use.”
The API key is correctly restricted to Gemini API.
The prepaid balance has already been purchased and is visible in billing.
Please manually review/synchronize the billing tier for project
gen-lang-client-0724101417 and activate the appropriate Paid Tier.
I am not requesting additional credits.
