Immediate Action Required: Your Google Cloud Platform/API Project Being Suspended

Hi everyone,

I’m seeking assistance regarding an issue with my Google Cloud Project. On May 2nd, I noticed an unexpected usage spike on an API key restricted solely to the Generative Language API (Gemini). To mitigate this, I immediately deleted the key.

However, shortly after, all Google services associated with this project stopped functioning. Specifically, Firebase Cloud Messaging (FCM) is failing with the following error:

E/FirebaseMessaging: Failed to get FIS auth token java.util.concurrent.ExecutionException: com.google.firebase.installations.FirebaseInstallationsException: Firebase Installations Service is unavailable.

It appears the restriction has been applied at the project level rather than being limited to the specific API scope. I submitted an appeal a week ago but have not yet received a response.

I believe that a restriction on a specific API key should not result in a total blackout of unrelated services like FCM, which is critical for my mobile app. Could someone please look into my appeal or clarify why the entire project is affected?
