Akhilesh, is this still happening for you? I think this may have been fixed.
I think we now know the issue for many / all users facing this problem. We were rejecting URLs based on a hidden block list of terms & not exposing that was happening. As of today, we’ve rolled out a change which makes this visible (the publish screen will show when a url is blocked because of a term in the url).
