Gemini API shows Tier 1 rate limits despite AI Studio displaying Paid Tier 2, and our production service is suspended due to spend cap restrictions

I am looking for clarification regarding Gemini API tier status, spend cap restrictions, and a possible tier mismatch.

Current situation:

  • Google AI Studio shows “Paid Tier 2”
  • Billing account spend cap is approximately KRW 2,991,970
  • Gemini API Rate Limits page still shows Tier 1 limits
  • Gemini 2.5 Flash TTS is limited to 10 RPM
  • We received a “Project has been downgraded” notification
  • Our production service is currently affected because Gemini API usage has been suspended after reaching the spend cap

We have already submitted the official Gemini API Quota and Billing Cap Increase Request form for:

  • Tier 2 upgrade
  • Spend cap increase

However, we have not received any update regarding the review status.

Could someone from the Gemini / AI Studio team please help clarify:

  1. Is it possible for AI Studio to show “Paid Tier 2” while Gemini API still operates under Tier 1 limits?
  2. Could the “Project has been downgraded” notification be related to spend cap restrictions?
  3. Is there a way to verify whether our Tier 2 upgrade request has been received and is under review?
  4. Is the observed tier mismatch expected behavior, or does it indicate an account configuration issue?

This issue is currently impacting a production application, so any guidance would be greatly appreciated.
