Our server in Seoul, South Korea (public IP 221.143.43.xxx, AS9318 SK Broadband) receives
HTTP 400 FAILED_PRECONDITION “User location is not supported for the API use.”
for every request, e.g. GET https://generativelanguage.googleapis.com/v1beta/models.
- The same API key works from a PC on a different network in Korea (the model list is returned).
- The server worked normally until 2026-10-22 11:11 KST and has been rejected every time
since 2026-10-23 16:16 KST.
- The server uses IPv4 only (no IPv6), and no proxy/VPN is configured.
- Korea is a supported region.
Could you please review the location classification for this IP address?
I can share the full IP privately if needed.
Update (2026-10-27):
- A valid API key from another project on a paid tier (Tier 2) also returns the same HTTP 400 FAILED_PRECONDITION “User location is not supported for the API use.” when called from this server IP. So it is not specific to our key, project or billing tier.
- For comparison, an invalid key returns “API key not valid” (INVALID_ARGUMENT). A valid key is accepted and then rejected at the location check, so the rejection is tied to the server IP.
- The same keys work when called from a different Korean IP.
- Our hosting provider confirmed there was no change to the IP block or the line, and public geolocation services and APNIC list the IP as KR / Seoul.
- The Gemini API & Google AI Studio Location Issue Report form has been submitted.
Hello @YncSmart ,
Please try the below steps:
-
Make sure you’re in one of the supported regions.
-
Turn off any VPN, proxy or iCloud Private Relay, and connect directly.
-
Make sure you’re 18 or older and have verified your age.
-
Try a different network, for example your phone’s hotspot.
If none of these help, please share the details using this form so we can investigate further: Gemini API & Google AI Studio Location Issue Report
Thank you for the suggestions. Here is what we have already checked:
- Region: the server is in Seoul, South Korea (a supported region), IPv4 only (221.143.43.xxx, SK Broadband AS9318).
- No VPN, proxy or relay is configured on the server.
- Different network: the same API key works from a PC on another network in Korea. It also works from this same server when its outbound traffic exits through a different Korean IP, so the key and the project are fine. Only this server IP is rejected, always with HTTP 400 FAILED_PRECONDITION “User location is not supported for the API use.”
- Timeline: it worked normally for months until 2026-10-22 11:11 KST and has been rejected on every request since 2026-10-23 16:16 KST. Nothing changed on our server (same IP, no reboot, no config change).
- Our hosting provider confirmed there was no change to the IP block or the line. Public geolocation services and APNIC list the IP as KR / Seoul.
- Our usage is small (at most about 75 requests per day).
We have also submitted the Gemini API & Google AI Studio Location Issue Report form with these details.
