I see that in gemini 1.5 pro free tier, users are allowed to send 50 requests per day. My question is does free tier allows 50 RPD/api key or 50 RPD/per project or 50 RPD/account??

This is per project.
They also will enforce if you’re trying to avoid the quota by setting up multiple projects.
