Usage Limits: Per API Key or Account-Wide?

Could you please clarify how usage limits are structured for neural networks on Gemini AI? Specifically, are these limits applied on a per-API-key basis or are they enforced at the project level? Additionally, for projects where I have linked a billing account, how does the billing work? Are free usage limits consumed first before any paid usage is applied, or do paid usage limits get consumed from the start, ignoring the free tier?

Limits get accounted at the project level.

Once you select pay-as-you-go, there is no free tier “extra bonus”. Consider the change from a data privacy perspective. On the free tier, data you submit may be used to train the next model. In the pay-as-you-go tier, data you submitted are not used to train the next model. How could an approach even work where some (first) requests have no privacy and once enough have arrived they switch privacy mode?
