Billing account created but payment fails with [OR-RWE-03] — can't complete prepayment

Billing Account ID: 01C5A1-D85BED-64D0..

My billing account was successfully created (“My Billing Account”), and I am the administrator on it. However, I cannot complete the required prepayment for my free trial:

  • The banner says: “Your free trial requires a prepayment”
  • Clicking “Make a payment” does NOT open a payment form — it just returns me to the “How you pay” page
  • Both payment method sections on that page (“Postpay - Google Cloud Services” and “Prepay - AI Studio”) fail to load with the same error:
    “An unexpected error has occurred. Please try again later. [OR-RWE-03]”
  • I’ve seen this error repeatedly over the past hour with different error reference IDs each time (e.g. c3835f7f160fff76, bc313606171bc84d), so it’s not a one-time glitch
  • This also blocks me in Google AI Studio’s Gemini API Billing page, where I get the same [OR-RWE-03] error and cannot move my project off the Free tier

Since I cannot even open a payment form, I have no way to add funds or complete the prepayment myself. Could you please check why [OR-RWE-03] is blocking the payment methods page for this billing account, and help me complete the prepayment or resolve it on your end?

Same issue here since Sept 23 — OR-RWE-03 when trying to make the AI Studio prepayment, reference d017035e32f162… Billing chat support told me engineering is aware of an ongoing issue and will follow up in 24–48 hours.
