429 error on paid tier while well within rate limits

I’m using gemini-2.5-pro. I’m well within the rate limit quota for my tier, but I keep getting this error: Resource has been exhausted (e.g. check quota). It was working fine until about 10 minutes ago. Now I can’t make a single request without getting rate limited.

My quota is tier-1.
