We are ten independent collaborators. Each collaborator owns and controls a separate Google account and Google Cloud project. Each project performs a fixed, distinct processing stage in one shared document-processing pipeline. We do not rotate projects after rate limits, transfer unfinished work to another account to bypass quotas, or share credentials. Is this architecture permitted under the Gemini API free-tier terms?
