Questions about multiple free/paid tier projects

I am trying to get a little more serious and organized with my Google/Gemini projects using APIs. I have talked to Gemini directly about this and I think everything I want to do is fair use (and very much encouraged by Gemini, haha), but thought I’d also check here.

I plan to create pairs of free/paid tier projects with separate API keys, free so I can test new functionality and paid for production. In some cases, a project may still be in the testing phase and I’d only have a free tier project.

And I want to have one R&D “lab” free tier project just for testing random things.

I am not using the multiple free tiers together in any other way.

Does that all sound like fair use and not against TOS?
