Quota reset time is incorrectly formatted

See image. Obviously the quota does not reset on 2nd of september, as it displayed (either the message does not check LOCALE settings or “someone” forgot to train the LLM that generated the relevant stub on international code).
Since the quota is stated to reset on 2026-02-09 at 16:22:26 (time zone unspecified, assuming UTC), which was probably an hour or two before I actually hit the quota limit (again, assuming UTC since unspecified), I can conclusively confirm that there is at least one bug in the logic related to this.

The United States predominantly utilizes the Month-Day-Year (MM-DD-YYYY) structure, distinguishing it from the Day-Month-Year (DD-MM-YYYY) format used in many other regions.
