Quota limit exceeded on single prompt in Google AI Studio project in older projects

Hi team,

I am writing to report an issue with quota limits in Google AI Studio / App Builder.

Despite having an active Google One AI Pro subscription, I am immediately getting a “Quota limit exceeded / Please upgrade” error on a single prompt within my existing project from past 3 days

Details of the issue:

  • Platform: Google AI Studio (App Builder)
  • Behavior: Sending even a single prompt in the project immediately throws a quota exceeded error.
  • Project State: The project contains ongoing development files, and the request appears to hit the token or rate limit boundary instantly.

Could you please investigate whether project-level token accumulation or a stuck quota state is causing this issue, and advise on how to resolve it for existing projects?

Additional update:
Even with paid API / billing enabled, the behavior is very erratic:

  • The project works fine for a brief period, then suddenly hits “Quota limit exceeded / Please upgrade”.
  • After retrying or waiting for some time, it starts working again temporarily.
  • Then, shortly after, it hits the quota limit error once again on normal prompts.

This intermittent cycle of working → quota exceeded → retry works → quota exceeded repeats continuously. It seems like the project is either hitting a very tight short-term rate limit (TPM/RPM burst calculation) unexpectedly, or the session context keeps overwhelming the quota threshold. Please advise.

Error: Quota limits exceeded

As seen above, whenever the model attempts multi-file updates/edits in the project, it cancels out immediately with “Quota limits exceeded”, even though this is a paid API tier.

Please try the below steps:

  • Start a new chat in your existing app in AI Studio Build mode instead of retrying in the same conversation thread (your existing application files remain intact).
  • Check the Usage section in the Build chat settings to verify that a paid Gemini API key from your Cloud Billing-enabled project is selected, as AI Studio uses free or subscription allowances unless a paid API key is linked (Google AI Studio billing FAQ).
  • If the issue persists after selecting your paid API key and starting a new chat, please share your Applet ID, Project ID, and a screenshot of the Build chat settings Usage section via direct message.
