Welcome to the forum. Assuming you have AI Studio open (https://aistudio.google.com/app/prompts/new_chat). Hit the ‘Get API key’ button. That gets you to the ‘Get API key’ page (https://aistudio.google.com/app/apikey). Bottom of the page you see a table, under the heading ‘Plan’ you will see ‘Set up Billing’. Hit that link to switch from free plan to paid plan. I don’t know of a way to complete the process without a valid card, though.
