I am getting a continuous 429 Resource has been exhausted error when calling gemini-2.5-flash

In the Google Cloud Quota page, the limit is explicitly titled: Request limit per model per day for a project in the free tier, and the Current value is only 20

My account has been activated to a paid Cloud Billing account and has $296 credit remaining

I proved this is a configuration issue: A new trial project (not linked to billing) worked fine, but as soon as I linked it to my paid billing account, it immediately started returning the 429 error and is now stuck at 20 RPD

I have Basic Support and cannot open a technical case. Please, I need a Google engineer to manually check Project ID: [gen-lang-client-0008940611] and reset the internal quota to the correct Tier 1 limit
