Hello Gemini API Team,

I need help with Gemini API access for my educational project.

Project name:
HVNUA Learning AI

Project ID:
hv-nua-learning-ai

Google AI Studio shows:

Billing tier: Unavailable
State: Limit

Every generateContent request returns:

HTTP 403 PERMISSION_DENIED

“Your project has been denied access. Please contact support.”

I have already completed:

  • Age/date of birth verification
  • Phone verification
  • 2-Step Verification
  • Generative Language API enabled
  • Project imported into Google AI Studio
  • New Gemini API key created
  • Tested with gemini-3.6-flash

The project is intended for a low-volume educational application called HVNUA Learning System. It will process study materials and generate Vietnamese study notes.

I would like to use the Free Tier and do not want to enable paid billing.

Could you please review the restriction on this project and restore Free Tier Gemini API access if possible?
