Hello Google Gemini API Team,
I am a university student using the Gemini API for my personal CORTEX Smart Task Tracker project for development and demonstration.
My Google AI Studio project shows Status: Restricted and Billing Tier: Unavailable. All Gemini API generateContent requests return:
403 PERMISSION_DENIED: Your project has been denied access. Please contact support.
I have completed Google account verification, phone verification, and 2-Step Verification, and I created a new Gemini API key. The API key is configured for Gemini API and the project owner has full IAM access.
I would like to remain on the Gemini API Free Tier and am requesting a manual review of the project/account restriction.

Please let me know why the project is restricted and whether Free Tier Gemini API access can be restored.
