How to request project-level ZDR for Gemini Developer API and confirm EU processing?

We are using a dedicated paid Google Cloud project for a controlled Gemini Developer API staging integration.

The planned path is:

  • Interactions API
  • gemini-3.1-flash-lite
  • store=false
  • no grounding
  • no Files API
  • no explicit context caching
  • synthetic data only

The public ZDR documentation states that ZDR requires project approval, but it does not publish the request procedure.

Could a Google representative clarify:

  1. How can a paid project request Gemini Developer API ZDR approval?
  2. Are gemini-3.1-flash-lite and the Interactions API eligible?
  3. Is enforceable EU-only ML processing available on this API path?
  4. If not, which Vertex AI or regional Google Cloud path should be used?
