Ok. So gemini.google.com was trying to help me debug this. In the end it suggested I ask here for help and it crafted this problem report based on the steps it directed me to try:
The Issue: I am using a Google Workspace Legacy Free account. While I can still occasionally prompt the Gemini 3 Flash Preview model, the Google AI Studio interface is in a broken state that prevents me from monitoring my usage or managing my project.
Symptoms:

Usage Dashboard: Navigating to
aistudio.google.com/app/usage(or checking usage fields) results in a popup: “Project quota tier unavailable. Please contact your project administrator for assistance.” All data fields show “Error loading data.” -
Key Management: In the “Link API Key” settings, the radio button to link my project is unselectable (greyed out). The only active option is “Setup Billing.”

Rate Limits: I am receiving intermittent “You’ve reached your rate limit” errors today. Because the dashboard is broken, I cannot see if I am hitting a per-minute or per-day cap.
Context: These issues have been present for several days. I am the domain administrator (and sole user in the domain) and all services are enabled in the Admin Console. The project shows “Unlimited” quotas for the Generative Language API in the Google Cloud Console, but the AI Studio interface appears to have lost synchronization with the project’s Free Tier status.
Request: Could an engineer look into why Legacy Workspace projects are failing to sync with the AI Studio Usage Dashboard for Gemini 3 series models? I can provide my Project ID privately for investigation.
