Google AI Studio returns 403 Forbidden when generating access token and listing projects

Hello,

I am unable to use Google AI Studio or Gemini CLI because my requests consistently fail with 403 Forbidden.

I have already verified my age and tried connecting through a VPN server in Germany, but the issue persists.

Errors encountered:

  • Failed to list imported projects: permission denied

  • POST .../MakerSuiteService/GenerateAccessToken 403 (Forbidden)

  • Your client does not have permission to get URL /v1internal:loadCodeAssist

  • Gemini CLI model request to gemini-3.1-pro-preview:streamGenerateContent returns HTTP 403.

My Gemini CLI version is 0.64.0.

I cannot create a Google Cloud project, and AI Studio cannot list my imported projects.

Could you please help determine whether this is an account eligibility issue, a regional restriction, a project-permission issue, or a service-side problem?

I would appreciate a solution that does not require enabling paid billing.
