Google AI Studio cannot list projects — Permission denied (403) with Gemini API

Hello,

I cannot use Gemini API through Google AI Studio or Gemini CLI.

  • Google AI Studio displays: Failed to list projects: permission denied

  • The API Keys page cannot list my projects.

  • Gemini CLI v0.64.0 recognizes my API key authentication, but requests to both gemini-2.5-flash and gemini-3.1-pro-preview return HTTP 403 Forbidden.

  • My age verification is complete.

  • I have tried accessing the services with a VPN set to Germany.

Could you please help determine whether this is an account, project permissions, API access, or regional access issue?
