Gemini API Key incorrectly has Free Tier usage limits despite being a Tier 1 key

Hi,

We have a Tier 1 API key which for some reason only has free-tier rate limits. This is definitely a bug on your end. The console shows the API is “Tier 1” and our billing is correctly set up, but I am getting 429s at 10/15 requests for minute for flash/flash-lite respectively (i.e. free tier limits). We are definitely using the supposedly Tier 1 key.

It seems others have also had this issue:

This is urgent for us, as we cannot use Gemini for our use-case until it is resolved.

Thanks,

Fraser

Hi @Fraser_Price,

Welcome to the Forum,

If your Tier 1 API key is restricted to free-tier rate limits, please contact the dedicated Billing Support team for quick assistance. They can be reached directly via this link Get Cloud Billing support  |  Support Documentation  |  Google Cloud.

Thank you!

I’m having the exact same problem – except if I try to reach out to the support team on the link you gave me, I get told I do not have access to make support requests. (I am exactly 1 user on a team the size of 1, so I don’t understand why this would be the case).

It certainly seems to have a tier 1 api key associated with it and billing seems to be enabled.

@chunduriv any update on this false quota limitting issue? i saw many users keep getting this and this is blocking our development. thanks

I have same problem my paid Google AI plan benefits don’t appear to be applying in Antigravity, and I’m blocked by weekly quota limits even though I purchased Google One → Google AI Pro (2 TB) specifically to get higher quotas in Antigravity.

Account used in Antigravity: “Modified by moderator”

Subscription shown in Google: Google AI Pro (2 TB)

What I’m seeing in Antigravity

•	Antigravity displays: “Your Plan: Free” and prompts me to upgrade for higher rate limits.

•	When using models, I get:

“Model quota limit exceeded — Claude Sonnet 4.5 (Thinking). You can resume using this model at 20/12/2025, 15:46:58. You can upgrade to a Google AI plan to receive higher rate limits.”

This looks incorrect because I already have Google AI Pro.

Troubleshooting already done

•	Confirmed age verification is not required for my account (Google says “You’re all set”).

•	Signed out/in again; tried Incognito; re-logged into Antigravity → no change.

•	Waited 2–3 days (initially told quotas/entitlements may take time) → still not updated.

•	I contacted Google One support (Case ID: 7-9881000040305). After basic troubleshooting, they suggested contacting Antigravity directly because it appears to be an Antigravity/entitlement sync issue.

I’m honestly very frustrated cos I bought Google AI Pro specifically to use Antigravity with higher quotas and refresh every 5hrs, and right now I can’t continue exploring Antigravity because I keep hitting the weekly limits despite having the subscription. I’d really appreciate a fast resolution or a clear explanation of what I need to do to make the paid benefits apply.

Yes, this is very frustrating. I am paying subscription for google developer knowing that my quota will be reset after 5hours but I am still in the freetier.
